Officials are expecting to fund about 40 percent of the applications to the Illinois Housing Development Authority’s (IHDA) Emergency Rental Assistance program and about 50 percent of the applications to its Emergency Mortgage Assistance program.

Notifications and disbursements of the rental assistance funds should be complete by Oct. 31, as will notifications for mortgage assistance, although some payouts may take longer.
Rental assistance for 30,000
In August, IHDA announced that it would split $300,000 in CARES Act money between the mortgage and rental assistance programs.
By allowing up to $5,000 for approved rental applicants, landlords will receive direct payments on behalf of 30,000 renters.
IHDA has received about 80,000 applications, though duplicates and ineligible applicants have reduced that number to about 60,000. The agency began issuing rental assistance checks on Sept. 10.
Mortgage assistance will help 10,000
IHDA had planned to award 10,000 applicants up to $15,000 each. But the number of applicants who qualify for less than the maximum will determine if any funds will be left to help additional qualifiers. A total of 20,000 applications were received for mortgage assistance.
Eviction moratoriums
Gov. J.B. Pritzker has extended a statewide moratorium on evictions through Nov. 14. If the statewide moratorium is not extended, a national eviction moratorium issued by the Centers for Disease Control and Prevention (CDC) will take effect and remain in effect through Dec. 31. As noted in a Frequently Asked Questions document prepared by the National Low Income Housing Coalition (NLIHC), rent moratoriums delay but do not cancel the obligations for rent payments.
