Fixed mortgage rates fell slightly lower this week following the Federal Reserve’s decision not to raise interest rates, Freddie Mac reports today. The 30-year, fixed-rate mortgage averaged 3.86 percent this week, down 0.7 percent compared to last week. The 15-year, fixed-rate mortgage averaged 3.08 percent, a drop of 0.6 percent.
