For the second week in a row, fixed mortgage rates declined, Freddie Mac reported this morning. The 30-year fixed rate averaged 3.54 percent, down from 3.60 percent last week, while the 15-year fixed rate dropped to 2.81 percent, down from 2.87 a week ago. Read Freddie Mac’s news release.
